Public Distribution System
A well-organized Public Distribution System is maintained in
the State through network of 8040 Fair Price Shops (up to 31.03.2006). Following
items are being supplied through these shops:
1) Levy Sugar
2) Kerosene Oil
3) Wheat (Below poverty line)
4) Rice (Below poverty line)
As on 31.03.2006 there were 27496752 cardholders.
As per the present Govt. policy 350 ration cards are required for opening a
fair price shop in the urban areas and 300 ration cards or 1500 units in the
Rural areas. Whenever the number of ration cards exceeds 700 in urban areas a
second ration depot can be opened in that area. Moreover, the Government
has delegated all the powers for sanctioning the depot to the concerned
Deputy Directors (Field). Government also allow Fair Price Shop owners to use
their shops as S.T.D. Booths but it should not become hurdle in the
distribution of essential Commodities.

A) Distribution of levy sugar under PDS.
At present levy sugar is allocated by Govt. of India
under Public Distribution System. The total quantity of levy sugar allocated
by the Govt. of India during 2003-04, 2004-05 & 2005-06 is as under:

Levy sugar is distributed at the scale of
500 grams per unit per month amongst the BPL card holders of the state.
The rate of levy sugar is Rs. 13.50 per Kg. The levy sugar is distributed to
all districts keeping in view their units.
B) Targeted Public Distribution System:
The Govt. of India has introduced targeted public
distribution system in the whole of the country from the month of June,1997.
The approval for implementation of TPDS in Punjab State has been accorded by
the Govt. of India w.e.f. 1.10.1997.Government of India has recognized
4,68,000 BPL families in the State of Punjab which includes 179400 AAY
families.
As per scheme, the foods grains is being distributed to the beneficiaries
i.e. BPL, AAY & APL families as per details given below:-

The work of lifting of food grains under the TPDS and APL food
grains from FCI and further distribution to the depots/Fair price shops is
being made by the State Agency viz PUNSUP.

Atta Dal Scheme
The State Government has launched Atta Dal Scheme w.e.f. 15.08.2007. A survey
was conducted and about 14 lac economically weak families have been
identified as beneficiaries of this scheme. These beneficiary families have
been issued special blue ration cards. The beneficiary families are
distributed wheat and dals (Dal Channa, Urd whole & Masoor Whole) at
subsidized rates under this scheme.
The State Government had procured & stored 4.28 lac MT wheat through
PUNSUP & Markfed during the RMS 2007-08. Dals are being purchased on
monthly basis by Punsup through open tenders. The scale & rates of
distribution of wheat & dals are as under:

A Special cell has been established at the Head Office at Chandigarh to
monitor the distribution of wheat and dals under this scheme. Strict
monitoring is done at all levels to ensure that the beneficiaries get good
quality foodgrains according to the fixed scale & price.
A complaint centre has been set up in the Control Room at Head Office
(Telephone No. 0172-2702120) which is functional from 9.00 AM to 5:00 PM
where anyone can complaint about the quantity, quality & rates of
foodgrains being distributed under this scheme.
Procedure for obtaining the Ration Card and form.
1. Application must be in form D.I. In rural areas application
form is to be attested by Nambardar or Punch or Surpanch
and in urban areas the application is to be attested by M.C. / MLA or any
Gazetted officer.
2. Surrender or Deletion Certificate must be attached with the application
form.
or in the absence of Surrender / Deletion the Stamp paper of worth Rs. 3/-
that the application do not have any Ration card in the state of Punjab or
any where in India, and that is to be attested by the executor Magistrate.
3. Two Passport size photographs of applicant and his/her family
members is to be attached along with the application form.
4. Ration Card is to be issued for five years i.e. the periodicity of the
renewal is five years.
5. In case Ration card is lost or damaged a duplicate ration
card is to be procured after depositing a fee of Rs. 5/- in the Govt.
Head.
6. In case of, adding additional member in ration card birth certificate or
surrender or deletion certificate is required along with the application
form.
7. In case, the death of a family member card holder is
to require to produce a copy of certificate, along with the revised
application form for the deletion of the name of the said deceased family
member.
