Rules of Business
Standing Order
In pursuance of
the provision of Rules 18and 19 of the Rules of business of the Government of
Punjab, 1992 as framed vide Punjab Government Order No. 15/1/92-GC (2) 3214,
dated25th February, 1992 and in super session of the previous standing order
issued vide Endst.No.15/32/95-3EI/6669-75 dated 14th October, 2006, it is hereby
ordered that the work will be disposed of at the level as mentioned in the
Annexure shall be disposed of as per Rules of Business ibid.

Cases to be submitted
to the Chief Minister, Punjab, under Rule 20(1) and (20) of the Rules of
Business 1992 (amended upto 1997)
i. Cases relating to all
policy matters including cases in which new policy is to be formulated or the
existing policy relating to the functioning of the Department is to be changed.
ii. Cases which affect or are
likely to affect the interest of the Scheduled castes and Backward Classes.
iii.
Foreign deputation and training out of India.
iv.
Proposals for creation and abolition of Group C posts.
v.
Cases which are required to be submitted to the Governor/ Council of
Ministers.
vi.
Appointment of Chairperson, Vice Chairman PUNSUP.
vii.
Appointment of President and members of the State Commission for
Reddressal of Consumer Disputes.
viii.
Cases relating to re-employment of the Gazetted Officers for extension in
their term of employment.
ix.
Cases where successor Minister wishes to modify the orders of his
predecessor in office.
x.
Cases in which there is difference of opinion between Secretary and
Minister-in-Charge.

Such other cases or Class of cases as the Chief Minister may consider

GROUP C employees. (Annexure c)
· Extension of probationary
period, confirmation, promotion, seniority cases, all disciplinary cases
involving penalty by suspension and revocations and acceptance of resignation of
GROUP C employees and equivalent contract posts. (Annexure c)

department of vigilance, police, courts and allowing expulses thereof and
ordering departmental enquiries of groups employees and equivalent contract

Procedure followed in decision making
process:
THE
PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF
SUPERVISION AND ACCOUNT ABILITY
In the
Department of Food and Supplies single file system has been implemented. Record
Keeper/Clerk puts up the papers on the file to the concerned Assistant, then
Superintendent of the branch contributes at his level to obtain orders from the
concerned branch officer, who further submits the file with his comments to the
officer concerned and then to the Director Food Civil Supplies and Consumer
Affairs.
